The Highland District Council is one of 17 Neighborhood District Councils established by the City of St Paul in 1975 to plan and advise the City Council on the physical, economic and social development of its area as well as on city wide issues. In addition the councils identify negihborhood needs, initiate programs to meet those needs, and recruit the volunteers necessary to implement the porgrams. The HDC represents District 15 or Highland Park. Board meetings are usually held the first Thursday of the month at the Hillcrest Rec Center, 1978 Ford Pkwy. At every Board meeting there is a "Community Forum" or you can attend the appropriate committee meeting. There are committees which address transportation, community development, and community services. All residents of District 15 are encouraged to participate in the HDC as a board or committee member, a volunteer for council profects, or by attending board and committee meetings which are open to the community.
